What the Partnership asks the Legislature to do
One statewide package, for enactment in 2027: (1) finish the HB 898 allocation review with verified coding and situs; (2) a six-year schedule raising the ordinary municipal share from 18.5 percent to 30.0 percent, grocery diversion paired at 42.0 percent, with a revenue pause; (3) modernized defined uses of the existing municipal use-tax pool for public-safety assets, with a capped operating allowance; (4) standardized municipal reporting and audit coverage. The consumer rate and taxable base stay unchanged, and no local tax is proposed.
What it means for your city
- The schedule applies identically to every municipality's own covered sales dollars, without changing what any shopper pays: the city's share of each covered dollar rises from 1.295 cents to 2.100 cents — a 10.81 percent larger share in Year 1 and 62.16 percent larger at the endpoint.

- Small towns additionally gain public-safety flexibility in the existing use-tax pool, on the enacted HB 1386 precedent.
What your city commits to
No dues, no contributions, and no obligation before enactment. Upon enactment, participating cities commit to standardized annual reporting and audit or agreed-upon-procedures coverage of the reported amounts — work most cities can fold into the annual audit they already procure.
How to participate
- Individuals (officials, staff, residents): apply at msrevenuepartnership.org/join/ — email verification and administrator approval; individual support is never presented as action by your municipality.
- Municipalities: download the model resolution at msrevenuepartnership.org/documents/model-resolution/, adopt it in an open meeting of the governing authority, then email the adopted, executed resolution as a PDF to resolutions@msrevenuepartnership.org. You receive an acknowledgment; a Partnership administrator then reviews the resolution and uploads the verified document. Your municipality is published as a Member Municipality with its resolution number, adoption date, and a public link to the verified document.
