The Partnership

About the Partnership

The Mississippi Municipal Revenue Partnership is a partnership of Mississippi cities and towns organized around one statewide package. Less than a penny for the city. Not one penny more for taxpayers.

What the Partnership works on

The Partnership is organized around one statewide package: verify that sales are credited to the right cities, phase the city share to 30 percent, update the allowed uses of existing online-sales money, and require public accountability. None of it raises anyone's taxes.

  1. Verify municipal allocations

Make sure each sale is recorded in the right city, so every city gets what the law already says it should.

  2. Phase the ordinary municipal share to 30 percent

A six-year schedule from 18.5 percent to 30.0 percent, with a pause if General Fund collections decline.

  3. Modernize defined uses of the existing municipal use-tax pool

New allowed uses for police and fire equipment, plus a capped operating allowance. The formula that divides the money stays the same.

  4. Require public accountability

Standardized annual reporting, common categories, audit coverage, and open-meeting votes.

The name of the plan

The policy proposal is the Mississippi Municipal Revenue Modernization Plan.
